I'll grab a windows machine today and have a look for you.
I have discovered the bug.
We have backend validation that only accepts 7-100 characters; this doesn't include numbers(!?!). We will get this fixed. But for now, if you could use a password that is between 7-100 in the range of [a-zA-Z].

Do you have a BaseKit / SiteJam account already? Also, if you could go to the network panel of that register request, there maybe more info in there that could help.

is uncommented in php.ini? And you've restarted the Apache server? If you could run phpinfo(); in a PHP file somewhere and see if the php intl extension is enabled.
Do you know which version of the Template Viewer you downloaded?
Can you tell me if you are receiving any errors in the Developer console in your browser?
